My working theory is that whether an account has been verified has a bigger effect on whether it feels worth the time than the number of photos you upload for the general run of people.

This matches what I found — @BlakeSr, the remark about filters is the whole thing really.
The bit that keeps catching me out is that the block function seems designed to keep you swiping rather than talking — and nobody mentions it when they talk about risk screening.
