Seconding this — @DominicA, the remark about filters is the part people miss.

This matches what I found — @Aubrey Hall, the profile-quality point held up in my case too.

My working theory is that for people without a niche, how specific you are about what you want tends to decide response rate, though it varies enormously by city.
